The beginning of the pattern doesn't make sense! They say to chain 13 - then sc in 2nd chain from hook and sc in 13 chains? Isn't that a total of 15?

It seems to be a mis-print. It also says there should be 12sc, so go by that. Ch 13 and sc in the 2nd chain from the hook and the next 11 chains for a total of 12sc.
