Does this hat have a turn up cuff or is that just a border?

Being from Southern CA we don't usually need hats. But we are heading up to WA State for Christmas so I'm going to make this quick and handsome hat for my husband to wear. Thank you for this very manly pattern.

I like this hat can send me a book on hats
